
Getting this wrong is expensive in a way that shows up months later. Water quality affects concrete strength and, critically in the Gulf, corrosion of the reinforcement inside it.
The rule of thumb
Concrete mixing and curing water should be fresh (sweet) water, low in chlorides and sulphates.
Salt water is not suitable for reinforced concrete. TSE is not suitable for mixing.

Why chlorides are the issue
Chloride ions attack the passive layer that protects steel reinforcement inside concrete. Once that layer breaks down, the steel corrodes, expands and cracks the concrete from the inside. In a hot, humid coastal environment this happens faster than in temperate climates.
Using saline water in the mix introduces chlorides at the point of casting — the worst possible place, because they are distributed throughout rather than migrating in slowly from outside.

The economical approach on a large site is to order the right water for each use rather than one type for everything.
What to specify when ordering
Say what the water is for, not just how much you want. “Five thousand gallons for concrete mixing” gets you a different load than “five thousand gallons for dust suppression”, and the price differs too.
For structural work, your project specification or consultant will normally state the acceptable water quality. Match the order to that spec rather than to price. The wider site rules are covered here.

Never use TSE in the mix
Treated Sewage Effluent has a legitimate role on site for dust suppression and compaction, but it is not mixing or curing water. Keep the uses and the storage separate.
Water-cement ratio and why the water matters
Concrete strength is governed largely by the water-cement ratio. Add more water than the mix design allows and the cured strength drops, whatever the cement content. That is why site water is not a detail to improvise with.
Quality matters as well as quantity. Water carrying chlorides or sulphates can attack reinforcement and interfere with setting. Potable-grade water is the safe default for structural mixing.
Do not use TSE or saline water for structural concrete
Treated effluent and brackish water are appropriate for dust suppression and compaction, not for mixing structural concrete. Confirm the grade before the load arrives.
Planning water around a pour
A pour that stops because water ran out is far more expensive than an extra load. Build margin into the schedule: know your total requirement, know your on-site storage, and book so that storage is full before the pour begins rather than being filled during it.
Where storage is limited, staged deliveries through the day work better than one large load, but they need booking in advance so vehicles are allocated.
Curing water is a separate line item and is frequently forgotten at the planning stage. It continues for days after the pour, and on a large slab in Dubai summer it can exceed the mixing water.
