What the regulation actually says
Dubai’s Green Building regulations set out that potable water shall not be used for construction activities except drinking, toilet activities and concrete works. The intent is straightforward: desalinated drinking water is expensive to produce, and most site tasks do not need it.
For a contractor this changes procurement. Site water is not one line item — it is at least two, and they price very differently.

Concrete and quality-controlled work
Concrete is where “sweet water” as a marketing term stops being sufficient. What governs is your project specification and the engineer’s requirements, not the supplier’s description.
Contractors on quality-controlled work typically need evidence on salinity and TDS, chloride content, source traceability and recent laboratory results, and confirmation that the water is accepted for mixing rather than only for dust suppression.
Documents to request from a supplier
- Trade licence showing the relevant transport activity
- RTA permit — drinking water transport is a specific licensed activity
- Vehicle registration and tanker identification
- Water type and source, stated explicitly
- Delivery notes recording volume per trip
- Current water-quality evidence where potable supply is involved
One thing worth checking
Drinking-water transport and the suction removal of stagnant or rainwater are separately regulated activities in Dubai with separate permits. A supplier authorised for one is not automatically authorised or equipped for the other. Ask which permits a contractor actually holds for the work you are buying.
Scheduling site supply
Sites that order reactively tend to run out at the worst moment. A standing schedule adjusted as the programme moves is almost always cheaper and less disruptive than emergency call-outs, and it removes water from the list of things that can stop works.
