Supplying drinking water to a workforce is a welfare obligation with real scrutiny attached. Most failures are not about the water arriving — they are about what happens to it after it does.
Three things have to hold
- The water is potable at source
- The storage is clean and compliant
- Supply is continuous, not intermittent
All three, all the time. Any one failing is a welfare problem.

Sweet water from a documented source
Drinking water for accommodation should be sweet water from an approved collection point, with the water type recorded. TSE is prohibited for drinking and must never enter potable storage.
For a recurring accommodation contract, asking for source and quality evidence is entirely reasonable and a legitimate supplier will provide it.
Storage is where it usually goes wrong
Water delivered potable and stored in an uncleaned tank does not stay potable. Dubai requires professional cleaning and disinfection at least every six months by a licensed contractor, and shared accommodation tanks in summer are a strong case for doing it more often.
The cleaning requirements are covered here.
Continuity matters as much as quality
Accommodation that runs out of water on a Friday evening has a welfare incident regardless of how good the water was on Tuesday. Storage buffer plus a standing delivery schedule is what prevents that.
Size storage for at least a day of demand, and set the schedule to refill before the buffer is consumed rather than after.

Never let TSE near potable storage
On sites using both water types, potable and non-potable storage must be physically separate and clearly labelled. This is the one mistake with genuine health consequences.
Summer changes the requirement, not just the volume
Workers returning from outdoor shifts in a Dubai July need considerably more drinking water than the same workforce in January, and they need it cool. Warm water from a tank in full sun is technically available and practically not drunk, which is how dehydration happens on a site that has water.
So the summer requirement is really three things: more volume, accessible points close to where people are, and temperature that makes the water drinkable.
Availability is not the same as accessibility
Water at one point at the far end of a compound is available. Water at several points near rest areas is accessible, and it is the second that people actually drink.
Keeping drinking water quality intact
Drinking water is a small share of an accommodation’s total volume but carries the strictest quality requirement, and it is the easiest to compromise through storage.
The controls that matter are the ordinary ones done consistently: sweet water specified on every delivery, sealed tank lids with insect screens on every opening, tank cleaning on a documented schedule, and shade or insulation on anything holding drinking water.
Where dispensers or coolers are used, they need their own cleaning routine. A clean tank feeding a neglected dispenser does not produce clean drinking water.
Frequently asked questions
Can tanker water be used for drinking in a labour camp?
Yes, if it is sweet water from an approved source and the storage tank is properly cleaned and maintained.
How often must accommodation drinking water tanks be cleaned?
At least every six months by a Dubai Municipality licensed contractor, and more often is sensible in summer.
Can TSE be used in accommodation?
Never for drinking, cooking or washing. It must not enter potable storage at all.
How much drinking water does accommodation need?
Total water allowance is commonly planned at 150 to 200 litres per person per day across all uses.
What documentation should we keep?
The water type on delivery records, source evidence for potable supply, and tank cleaning certificates.
How much drinking water does labour accommodation need in summer?
Substantially more than in winter, and it must be cool enough to actually be drunk. Warm water in full sun is available but not consumed, which is how dehydration occurs.
How is drinking water quality maintained in accommodation?
Sweet water on every delivery, sealed lids with insect screens, documented tank cleaning, shade or insulation, and a separate cleaning routine for dispensers and coolers.
