Why sweet water is the answer
Sweet water is fresh, non-saline water collected from an approved source. It is what pool plant is designed around: your filtration, pumps, heaters and chemical balance all assume fresh water.
Chlorine dosing, pH correction and stabiliser all behave predictably in sweet water. Introduce a different water chemistry and every subsequent chemical decision gets harder.
Why TSE is not an option
Treated Sewage Effluent is treated wastewater used for irrigation, landscaping and dust suppression. It is meaningfully cheaper, which is exactly why the question comes up.
It is prohibited for swimming, bathing, drinking and kitchen use under UAE federal rules. It is not a cost saving available to a pool owner — it is a compliance problem and a health risk.
And why salt water is a different thing entirely
Salt water tankers exist in Dubai and have real uses — certain industrial and construction applications. A domestic swimming pool is not one of them.
Note the distinction from a “saltwater pool”, which is a chlorine-generation system running at very low salinity, filled with fresh water and dosed afterwards. That is not the same as filling a pool from a salt water tanker.

Confirm the water type on the invoice
The single most useful protection is asking for the water type to be stated in writing before dispatch. A supplier who will not is telling you something.
Water types to avoid in a pool
Not every tanker load is suitable for a swimming pool. Treated sewage effluent (TSE) is used widely in Dubai for irrigation and dust suppression and is entirely appropriate there, but it is not pool water. Nor is saline or brackish water, which will damage pool plant and finishes.
The grade you want is sweet water — potable-quality, low in dissolved salts. Specify it when you book rather than assuming, because the same operator often runs several grades.
Ask before the hose goes in
Once a load is in the pool, correcting it means draining and refilling. A single question at booking is cheaper than a full drain.
Balancing the water after filling
Freshly delivered water is not automatically pool-ready. Test and adjust before anyone swims: pH, chlorine, and total alkalinity are the three that matter most immediately.
Run the circulation pump continuously for the first day so the chemicals distribute rather than sitting in layers. Pools filled in one go and left still often test wildly differently at the surface and the floor.
Hardness is worth checking too. Water that is very soft is aggressive to plaster and grout; water that is very hard scales the plant. A test kit costs little compared to either problem.
