Understanding sweet water vs TSE in Dubai matters more than most buyers realise. These are not grades of the same product — they are different waters with different legal permitted uses, and choosing the cheaper one for the wrong job can damage planting, equipment or a pool.

What sweet water actually means
“Sweet water” is the common UAE market term for fresh, low-salinity water, in contrast to saline or brackish water. It is what most Dubai properties mean when they order a tanker: villa storage tanks, swimming pools, household use and most commercial premises.
One thing worth being precise about: sweet water is a commercial description, not a regulatory certification by itself. Suppliers sometimes use “sweet”, “fresh”, “RO” and “potable” loosely and interchangeably. If your requirement genuinely needs certified drinking-quality water, ask about the source and testing rather than relying on the label.
TSE: treated sewage effluent
TSE is wastewater treated to a defined reuse standard. Dubai’s Green Building regulations define it as the product of removing physical, chemical and biological contaminants from wastewater.
It is genuinely useful, and it is cheaper — commonly quoted well below sweet water. It is appropriate for landscaping, road medians, grounds irrigation, dust suppression, soil compaction and some industrial and cooling applications, subject to the relevant approval.
Where TSE must never be used
UAE federal rules prohibit treated wastewater for drinking, kitchens, bathing, swimming and irrigation of fruit or vegetables eaten by people. It must run on separate, clearly identified pipework with no cross-connection to potable systems.
Potable water and why the word matters
Potable is a regulatory quality description: water fit for human consumption under the applicable drinking-water standard. Dubai Municipality’s guidance on unbottled drinking water references GSO standards, and vehicles transporting drinking water must be designated and licensed for that purpose — not multipurpose tankers.
If you are supplying a labour accommodation kitchen, a food premises or a nursery, this distinction is the one that matters. “Clear” and “fresh” are not evidence of potability.
Salt water
Saline water is sold primarily where drinking quality is unnecessary — certain road, industrial and construction applications. It is the cheapest of the three and the most narrowly applicable.
Salinity can damage concrete, soil, planting and equipment, so whether it is acceptable for a given task is an engineering decision for your specification, not a cost decision.

What to ask a supplier
- What exactly is the water type — not just “treated”, which is ambiguous
- What is the source
- Is the tanker designated for this water type
- For drinking-quality requirements, what current testing evidence exists
- Is the volume quoted in Imperial or US gallons, or better, in litres
“Treated water” on a quotation is the phrase to challenge. It can mean treated fresh water or it can mean TSE. Never accept it alone on a drinking, kitchen, camp or pool order.
