Salt water is a real, routinely supplied product in the UAE tanker trade. It also has a narrow set of correct uses, and a long list of things it must never be used for.

What it must not be used for
Reinforced concrete. Chlorides accelerate corrosion of steel reinforcement. Using saline water in a mix puts chlorides exactly where they do the most damage.
Swimming pools. Not the same as a saltwater chlorination system, which uses fresh water dosed to very low salinity.
Irrigation. Most landscaping planting will not tolerate saline irrigation. TSE is the correct choice there.
Anything domestic. Not for storage tanks, washing or any household use.
When it is specified
Salt water is ordered when a project specification calls for it — typically ground works, certain compaction applications, and industrial processes where saline water is acceptable or required.
The key point is that it should be a specified choice, not a cost-saving substitution. If nobody has specified salt water for the application, it is almost certainly the wrong water.
Cost and ordering
Salt water is generally cheaper than sweet water because collection and handling differ. That price gap is precisely why it occasionally gets substituted where it should not be.
When ordering, state the application. A supplier who asks what the water is for is doing the right thing.
Price is not a reason to substitute
If salt water is cheaper than the sweet water your job actually needs, that is not a saving. On reinforced concrete it is a structural defect you will pay for later.
Applications that suit saline water
Saline or sea water has a narrower set of uses than TSE, but where it fits it is entirely appropriate and considerably cheaper than treating water it does not need.
- Hydrostatic testing of tanks and pipework where the specification allows it.
- Ballast and weighting for temporary works.
- Certain industrial process and cooling applications designed for it.
- Marine and coastal works where the receiving environment is already saline.
In each case the equipment and specification have to be designed for salt. Retrofitting saline water into a system built for fresh water is how expensive corrosion problems start.
The corrosion trade-off
The reason saline water is restricted to specific uses is straightforward: chloride attacks steel. In reinforced concrete it reaches the reinforcement; in pipework and plant it pits and thins metal from the inside.
Where saline water is used for testing or temporary works, flushing afterwards with fresh water matters. Leaving salt water standing in a system after a test is a common and avoidable cause of later failures.
If a specification is silent on water grade for a test, ask rather than assuming the cheaper option is permitted.
