Storage is what makes it work
The daily figure matters less than the buffer. Accommodation should hold enough storage that a missed or delayed delivery does not become a welfare problem. Building in at least a day of reserve is the sensible baseline, and more in summer.
Summer changes consumption materially — higher washing frequency and higher drinking demand. A supply schedule set in February will not hold in July. Summer demand is worth planning for explicitly.
Why a standing schedule beats reactive ordering
Accommodation demand is predictable. A standing schedule means the supplier plans routes around it, the site is never waiting, and the price reflects planned rather than urgent delivery.
Reactive ordering is how accommodation ends up without water on a Friday afternoon.

Where the water actually goes
Per-person figures are more useful when broken down, because the components respond differently to management. Washing and sanitation dominate; drinking water is a small share of total volume but the part with the strictest quality requirement.

The implication for ordering is that total volume is driven by washing facilities, while grade is driven by the small drinking share. Both need to be right.
Summer demand rises sharply
Accommodation water use in Dubai is strongly seasonal. Workers returning from outdoor shifts in July shower more, drink far more, and launder more. Planning the year on a winter average leads to shortages in exactly the months when a shortage is most serious.
Build a summer uplift into the schedule and review storage capacity against it. If a tank that lasts four days in February lasts two and a half in August, the delivery frequency needs to change before August, not during it.
Chilled or shaded drinking water provision matters as much as volume in those months.
