How removal actually works
A suction tanker draws standing water up through a hose using vacuum rather than pushing it with a pump. That matters in a flooded basement because the water is usually dirty — silt, grit, oil from vehicles, sometimes debris — and a vacuum system handles that far better than a clean-water pump.
The tanker fills, leaves to discharge at an approved point, and returns. For a large volume that means multiple trips, which is why depth and area are the first things a supplier asks about.

Where the water goes
Removed water cannot simply be discharged into the nearest drain. Storm water, contaminated water and wastewater have different approved disposal routes in Dubai, and a licensed operator discharges at an approved point.
This is one of the practical reasons to use a proper tanker service rather than improvising with pumps: the disposal is part of the job and it is the part with compliance attached.

Beyond electrics, two things matter. Flood water in a basement is rarely clean — it may carry drainage, fuel or chemicals from stored items — so it is not something to wade through casually. And a basement that has filled quickly may still be filling; find the source before committing to pumping.
If the water is rising faster than it can be removed, the priority is stopping the ingress, not adding pumps.
Drying out and what comes next
Removing standing water is the first half of the job. A Dubai basement left damp will develop mould quickly, and the humidity moves into plasterboard, timber and stored goods long before it becomes visible.
Once the bulk water is pumped, get airflow through the space, lift or remove saturated materials rather than leaving them to dry in place, and check that the drainage or sump that failed has been repaired before the next rain or plumbing fault.
Photograph the extent of the water before pumping if there is any prospect of an insurance claim. It is much harder to evidence afterwards.
