Where you sit in that range depends on facilities: on-site catering, laundry, the number of ablution blocks and the season all push consumption up. Use the planning figure to size an initial schedule, then adjust against what the site actually consumes over the first fortnight.
The 48-hour storage rule
DEWA guidance requires labour accommodation and other high-consumption premises to hold 48 hours of demand, against 24 hours for standard residential.
That buffer exists for a reason. Running storage close to empty between deliveries leaves no margin for a delayed tanker, a traffic incident or a demand spike at shift change. A facility that keeps a genuine 48-hour reserve turns a potential interruption into a non-event.
Building a delivery schedule
Peak demand matters as much as daily average. Shift changes concentrate washing and kitchen use into narrow windows, so storage needs to absorb the peak rather than just meet the average.

Potable water obligations
Water for drinking, cooking and personal use must be potable. Dubai’s construction safety code requires potable tanks and containers to be corrosion-resistant, protected from contamination and clearly marked “Safe drinking water”.
Two rules follow from that and both are absolute: containers must not be repurposed for anything else, and potable and non-potable systems must never be cross-connected. Non-potable outlets must be signed as unfit for drinking, washing or cooking in Arabic, English and the common workplace language.
TSE has no place in accommodation supply
Treated Sewage Effluent is prohibited for drinking, kitchens and bathing under UAE federal rules. It is cheaper than sweet water, which is exactly why it is worth stating explicitly on any accommodation quotation which water type is being supplied.
Tank hygiene and records
Compliant delivered water can still be contaminated by a dirty receiving tank. Dubai Municipality’s Legionella-control guidance requires potable storage tanks to be cleaned and disinfected with 50 mg/L chlorine at least twice per year.
